Синдикат становился всё сильнее и сильнее и уже даже полиция и правительство города находились в руках преступников. Лидер бандитов при этом оставался для всех инкогнито. Насилие грабежи и разрушения стали обычным делом для города на улицах которого было небезопасно даже днём.
